MISTULANG naka-jackpot ang mag-asawang sina dating Senate President Manny Villar at Senator

Cynthia Villar nang makuha ng kanilang kumpanyang Prime Water ang 25 taong kontrata sa tubig

sa Bacolod City.

Ayon kay Bayan Muna party-list Rep. Ferdinand Gaite, nagpirmahan na ng joint venture agreement

ang Bacolod City Water District (BACIWA) at Prime Water Infrastructure Corporation noong Hulyo

17, 2020.

“The agreement includes a three-month transition period which ends on November 1, 2020 after

which Prime Water formally takes over the management and operations of the water district,” ani

Gaite.

Mariin itong tinututulan ng grupo ni Gaite dahil mangangahulugan umano ito ng pagtaas ng singil

sa tubig sa mahigit 100,000 consumers sa Bacolod City tulad ng nangyari sa mga water district na

pinasukan ng mga Villar.

Ayon kay Gaite, epektibo umano ang serbisyo ng BACIWA at noong 2018 lamang tumaas sa P40

ang singil sa bawat cubic meter na nakukunsumo ng consumers ngunit nagtataka ito kung bakit

isinapribado at ibinigay ang kontra sa nasabing kumpanya na pag-aari ng mga Villar.

“The turnover of BACIWA to Prime Water will only lead to the inevitable increase in water rates as

its new management strives to make the water supply system profitable. Prime Water is owned by

former Senator Manny Villar and his wife, Senator Cynthia Villar,” anang mambabatas.

Sigurado aniya na papatawan ng 12% na value added tax (VAT) ang consumers sa Bacolod City

bukod sa lolobo rin umano ang singil tulad ng nangyari sa ibang water district na pinasok at

pinamahalaan ng Prime Water.

“Prime Water is also known for imposing unreasonable water hikes despite questionable quality of

its services. Just last year, the water district in San Jose del Monte City, Bulacan, a water district

taken over by Prime Water, imposed a 78 percent water rate hike,” ani Gaite.

Ito ay sa kabila aniya ng mga reklamo ng consumers na hindi maayos ang serbisyo ng Prime water

at hindi kasing kalidad ng tubig ang nakukuha nila bago pinasukan ito ng nasabing kumpanya.

Sa katunayan, ayon kay Gaite, noong 2018 ay pinagsabihan ng Commission on Audit (COA) ang

Prime Water dahil sa mataas na level ng ‘arsenic” sa isinuplay nilang tubig sa Guagua, Pampanga.

“Water is a vital resource, a basic need and a right of the people. The relentless pursuit to privatize

the country’s water supply systems is an affront to the rights of the Filipino people to safe,

affordable and accessible water as well as the job security of workers,” ayon pa sa mambabatas

kaya dapat aniyang bawiin ang JVA sa pagitan ng BACIWA at Prime Water. (BERNARD TAGUINOD)
